Ebensburg Borough, as required by PaDEP, is continuing its ongoing efforts to reduce the amount of un-permitted stormwater entering the sanitary sewer system. Our approach is two-pronged. First, we are locating and repairing points along the borough-owned sewer system where stormwater is excessive. Second, we are investigating and identifying which private properties are contributing I&I to the sanitary sewer system.

The borough staff utilizes a number of methods to identify illegal connections (INFLOW) and leaking systems (INFILTRATION). For example, downspouts going underground are dye tested to verify they are not connected to sanitary sewers. Smoke testing is performed in neighborhoods to detect leaks in the system or service laterals, and to detect illegal connections.
